Golf fees to increase in 2012 at Salt Lake City courses

Published: Wednesday, Dec. 21, 2011 5:35 p.m. MST

SALT LAKE CITY ? The cost to play nine holes at Salt Lake City-owned golf courses will increase by at least $1 when they reopen next year.

The Salt Lake City Council recently approved the fee increase as a way to fund capital improvement projects at the city's nine golf courses. In all, city officials estimate the courses are in need of about $22 million in maintenance and improvements.

All of Salt Lake City's golf facilities operate through enterprise funds and are self-sustaining, meaning they're able to get by with the money they bring in. But city officials say "getting by" isn't enough. Courses need to be maintained and improved to continue attracting players.

In addition to the $1 fee increase per nine holes, the City Council's action allows courses to charge a fee for operations, likely another $1. Courses also have the option to adjust their golf discount programs to boost revenues.

Of the $22 million in improvement projects, $9.6 million worth are proposed for Bonneville ? including $2.8 million for three new holes, new greens, bunkers, trees and perimeter fencing; $2.5 million for a new clubhouse; and $2.2 million for a new irrigation system.

City officials say much of the existing irrigation system at Bonneville is the original cast-iron pipe that was installed when the course was built more than 75 years ago. Then, in the early '80s, irrigation upgrades were made using thinner-than-required piping, which has resulted in costly repairs over the years, city officials said.

The other city-owned golf courses are Forest Dale, Glendale, Nibley Park, Jordan River, Rose Park, Wingpointe and the two 18-hole courses at Mountain Dell.

MONTREAL, Dec. 21, 2011 /CNW Telbec/ - CN (TSX: CNR)(NYSE: CNI) announced today that the recently concluded 2012 CN Employees' and Pensioners' Community Fund (Fund) campaign raised more than C$1.2 million for Quebec charities - the fourth successive year that the Fund has generated more than C$1 million in charitable contributions.

Over the past ten years, the Fund has raised close to C$10 million in donations to assist a range of Quebec agencies, including Centraide, to help those in need.

Luc Jobin, co-president of Campaign 2012 and CN executive vice-president and chief financial officer, said: "The great success of the fund-raising campaign this year is attributable to the continuing generosity of CN employees and retirees, along with the outstanding dedication of the canvassers, volunteers and committee members. Mystery of supernova birth points to white dwarfs

Scientists hit "rewind" to discover how white dwarfs play a role in the evolution of a supernova.

Astronomers have found the first direct evidence that some star explosions are triggered by compact stars called white dwarfs.

Scientists studying the youngest type of Ia supernova ever found worked backward to pinpoint its explosion time with unparalleled accuracy. In doing so, they confirmed that a white dwarf was the source of the blast, and gleaned insights into the nature of the dwarf's companion star.

The discovery occurred in August, when astronomer Peter Nugent spotted a surprising object while poring over data from the Palomar Transit Survey's robotic telescope at Palomar Observatory in Southern California. The object was quickly confirmed to be a type Ia supernova. High-resolution follow-up observations were made within hours by the Keck telescope in Mauna Kea, Hawaii, identifying the elements that burst from the blast.

The speedy response allowed Nugent and his team to follow the evolution of the supernova, called SN 2011fe. [Amazing Photos of Supernova Explosions]

Tracing backward

As the light of the explosion reached the brightness of 2.5 billion suns, then slowly faded, the team worked backward to determine exactly when the supernova occurred. Located only 21 million light-years from Earth in the Pinwheel Galaxy, the supernova is the closest one to our planet in 25 years. (A light-year is the distance light travels in a year, about 6 trillion miles, or 10 trillion kilometers.)

"We were able to pinpoint the explosion time very accurately, to an uncertainty of just twenty minutes," Nugent, of Lawrence Berkeley National Laboratory, told SPACE.com.

Knowing how much energy the supernova put out allowed the researchers to, in effect, rewind the stellar explosion to see how it began. Measurements of elements such as nickel enabled them to put a lower limit on the size of the source.

The astronomers also found large clumps of fast-moving carbon and oxygen that disappeared within hours.

"The early observations helped us to constrain the explosion really accurately," Nugent said.

With their results, the team was able to conclude that the cause of the supernova was an extremely compact star known as a white dwarf.

White dwarfs are small, dense stars whose Earth-like radius encompasses a sun-like mass. The core of a white dwarf is too cool to undergo fusion, so its energy slowly dissipates into space.

Panetta: Libya needs time to control of militias (AP)

ANKARA, Turkey ? The U.S. needs to give Libya's leaders more time to gain control of the militias that overthrew Moammar Gadhafi before determining how to help the fledgling government, Defense Secretary Leon Panetta said Friday, a day ahead of his historic visit to Tripoli.

While eager to encourage a new democracy that emerged from Libya's Arab spring revolution, the U.S. is wary of appearing as trying to exert too much influence after an eight-month civil war.

At the same time, however, leaders in the U.S. and elsewhere worry about how well the newly formed National Transitional Council can resolve clashes between militia groups in the North African nation.

"The last thing you want to do is to try to impose something on a country that has just gone through what the Libyans have gone through," said Panetta, set to become the first U.S. defense chief to visit Libya.

"They've earned the right to try to determine their future. They've earned the right to try to work their way through the issues that they're going to have to confront," he said.

The continuing violence in Libya, including recent skirmishes between revolutionary fighters and national army troops near Tripoli's airport, reflects the difficulties that Libya's leaders face as they try to forge an army, integrating some of the militias and disarming the rest.

Officials acknowledge that process could take months, and that they can't force the militias to go along.

Panetta told reporters Friday that his visit to the Libyan capital will give him a better sense of the situation, and allow him to pay tribute to the people for bringing down Gadhafi and trying to establish a democratic government.

"It seems to me they are working through some very difficult issues to try to bring that country together," said Panetta. "It's not going to be easy. This is not a country that has a tradition of democratic institutions and representative government. This is going to take some work "

But he said he has seen indications that the Libyans are making progress.

"I think that any country like Libya that was able to do what they did and show the courage that they did in making the changes that took place there ? I'm confident that ultimately they're going to be able to succeed in putting a democracy together," he said.

Panetta said the U.S. is prepared to provide Libya any assistance it needs.

By traveling to Libya, however, Panetta was highlighting the different approaches that the U.S. and other countries are taking with respect to rebellions against tyrannical leaders.

The U.S. and NATO provided months of military power and assistance to the Libyan rebels, but officials have made it clear they do not intend to do the same in Syria despite the furor President Bashar Assad's crackdown on pro-reform demonstrators.

Panetta, who met with Turkish officials Friday, said they did not discuss any specific steps to increase pressure on Assad to step down.

But they talked about the need to work together with other nations to "get Assad to do the right thing."

At some point, he said, he believes that the type of uprisings that happened in Libya and elsewhere across the Middle East will take place in Syria.

3 children, 2 adults reportedly shot dead

NBC Chicago

Authorities investigate the shooting deaths of five people, including three children, in Emington, Ill.

By NBC News, msnbc.com staff and news services

Five people, including three children, were found shot to death Friday afternoon at a home in the small town of Emington, Ill., NBCChicago.com reported.

The bodies of a woman, a girl and a baby were found in the backyard of home. A man and a boy were found nearby. All had been shot, officials said. The names of the victims haven't yet been publicly released.

The Chicago Tribune quoted Debbie Delaney, secretary and treasurer of the?town, as saying the girl was in second grade and the boy was in kindergarten. The Tribune said?her husband is Emington Mayor Daniel Delaney and her son is a?firefighter called to the scene.

"They're all gone, all gone," Delaney told the Tribune.

Livingston County board member Bob Young, who lives in Emington, about 80 miles southwest of Chicago, said?the family had moved to the town within the last six months and the two older children attended school in nearby Saunemin. The street where the family lived was closed by police, he said.

"We did have an awful disaster here," said?Mayor?Delaney, who's been in office for 24 years. "You never would have thought it would happen in our town of 100 people or less. ... Right now it's just very, very, very sad for us here."

Residents described Emington as a once strictly farming town that has gone through changes in the last 20 years as young families moved in.?Young said the town has become more of a bedroom community from which people commute north to cities such as Joliet, about 45 miles away.

Delaney said the town is not prosperous and has received help from the state. "It's always really had a hard time. Most of the people are retired or farmers who moved into town," he said.

Young said he did not know the family well.

"We've seen the kids playing at the playground and talk to them," Young said. "We thought everything was fine."

Daily Kos: Harry Reid calls GOP unemployment insurance ...

Sometimes Senate Majority Leader Harry Reid is crazy-making with his hands-across-the-aisle wimpiness. And sometimes he tells Republicans the truth. We got a taste of that Tuesday at a press conference regarding unemployment benefits:
"I think what they have in the proposed bill is the wrong side of ridiculous. They cut out a couple score of weeks. And listen to this one: As I read the bill, as my staff reads the bill, they require drug testing for people who are drawing unemployment compensation ... So there are reforms necessary, but not this."

"Ridiculous" is one of the milder words for what Republicans have been doing or trying to do with unemployment benefits for the past two-and-a-half years. Since so many of them openly say the benefits enable no-account layabouts to avoid looking for jobs, it's no surprise they've gotten their axes out to cut the program both at the federal and state levels. And now they've added drug testing because, you see, if you've been unemployed for more than six months, as 5.7 million Americans have officially been, there must be something wrong with you, not the economy. If you weren't stoned all the time, you'd have found a job long ago.

So, yes, Republicans are being ridiculous, outrageous, despicable when it comes to unemployment benefits. But while seeing Reid call them out on it is encouraging, the hint of Democratic reforms is cause for a few shivers.

Not that the federal-state partnership that comprises the 76-year-old program doesn't need revamping. It does. But all too often when we hear "compromise" in Washington these days, it means the Democrats split the difference with their ever-more right-wing Republican "colleagues." That's how a GOP-proposed 40-week cut in extended federal unemployment benefits could become, say, a 20-week cut and called a victory. That would be ridiculous.
